Magnetic-Induction EV to Be Available to the Public 2004/02/06
A magnetic-induction electric bus will be used for transfers in a park in Shizuoka International Garden and Horticulture Exhibition PACIFIC FROLA 2004 / JAPAN 8 April – 11 October 2004. SUZUKI has been using this type of electric bus at one of its factories. The EV moves along a private line that has magnetic sensors buried beneath it. ZEVEX, a Zero Emission Vehicle EXpedition, is a project team with the goal of traveling the entire distance to the South Pole. ZEVEX will attempt this in 2005. Now, ZEVEX is on a gZero Emission Trip of Tokkaidoh for experimentation and promotion purposes. This trip is from Fushimi-ku, Kyoto, to Shibuya-ku, Tokyo. Electric vehicle SJ2001 is being used. This vehicle is charged from wind power and solar energy.

Fuel-Cell Vehicle Market Will Grow to 100,000 Units in 2020 2003/10/10
Fuji-Keizai Co. Ltd. has issued a report entitled gTotal Investigation of Fuel-Cell Market, 2003.h In this report, Fuji-Keizai forecasts that the fuel-cell vehicle market will grow to 10,000 units in 2015 and 100,000 in 2020.

CEV Sharing Corporation has started a car-sharing project in the Marunouchi area of Tokyo. CEV has already conducted such a project in the Yokohama area. They use the Hypermini (EV), an environmentally friendly vehicle.

400-km/h Target for Electric Vehicle gEliicah  2003/09/26
Keio University and 38 companies are jointly developing an electric Li-ion car (electric vehicle) called gEliica.h They aim to achieve a top speed of 400 km/h in a test to be conducted next March in Italy. Keio and the companies will exhibit a prototype of the vehicle at the Tokyo Motor Show. The Eliica has a Li-ion battery and motors in each of its eight wheels. The vehicle design is similar to that of a catamaran. Keio and the companies are jointly developing this electric vehicle because it is good for the environment and promotes safety and electric-vehicle performance.

New Li-ion Battery Manufacturing Process Developed 2003/09/26
ITOCHU Corp. and an affiliated company in the U.S. have jointly developed a new Li-ion battery manufacturing process. The process can improve the Li-ion battery output by as much as 2.5 times (for vehicles). The main reason is the use of a new electrode in the process. This new manufacturing process makes the Li-ion battery much smaller than the present product.

Tokyo-to has introduced a fuel cell bus on circular route service. This is a trial counter measure to global warming. The fuel cell bus des not discharge exhaust gas and has the additional advantage oflow noise pollution. Its maximum speed is 80 km/h, and it carries a maximum of 61 passengers.

Electric vehicles tested in Oze 2003/08/22
Gunma Prefecture has decided to test electric vehicles in the Oze area. The test will be carried out September 10th at the Oze Summit. A few electric passenger vehicles will be tested. Tourist and Summit participants will be able to test-ride the vehicles, and their comments will be collected.

Electric buses running between Otemachi, Marunouchi, and Yurakucho 2003/08/22
The Redevelopment Project Conference of Otemachi, Marunouchi and Yurakucho has started an electric bus service. The aim of this service is to boost business and leisure activities in these areas. Two electric buses were purchased from a company in New Zealand. They are a new type with a small turbine and battery. They will be used in these central Tokyo areas and follow a circular route covering about 5 km with 11 stops.

The Ministry of the Environment announced that the Japanese government introduced 1,822 low-emission vehicles in fiscal 2002. Such vehicles now account for 45% of all government vehicles.

CaFCP will expand its tests in 2004 2003/08/01
California Fuel Cell Partnership (CaFCP) will expand fuel cell vehicle tests from 2004. CaFCP is currently using 28 fuel cell vehicles and will add more than 200 such vehicles by 2007. The tests will be stepped up from proof tests to utility tests.

Fuel Cells Canada has chosen Vancouver as the site for a long-term vehicle fuel cell development test. Three More Vehicle Companies to Participate in Fuel-Cell Testing 2003/06/16
Mitsubishi Motors Corporation, Suzuki Motor, and Hino Motors are going to take part in a fuel-cell vehicle (FCV) testing project. Hypermini designated as an official car 2003/05/30
Hyuga-city in Miyazaki-prefecture, has borrowed an electric vehicle (EV) from the Japan Electric Vehicle Association (JEVA) to use as an official vehicle. JEVA has been offering to lend EVs for public display and use. Hyuga-city is going to use the Hypermini as an official vehicle and participate in events to publicize environmental problems. The Hypermini is 2.7 m long, 1.5 m in width and height, and its total weight is 840 kg. It is a two-passenger vehicle with a maximum speed of 100 km/h. The Hypermini can run 115 km on one charge.

Toyota has announced sales of their FCHVs to private enterprises and local governments. Aichi-prefecture, Nagoya-city, Iwatani International, Nippon Oil Corporation, Tokyo Gas, and Toho Gas plan to buy Toyota FCHVs. This will be the first time for Toyota to sell FCHVs to private enterprises.

Industry-university cooperation for EV development 2003/05/16
The Electric Vehicle Laboratory of Keio Universityfs Faculty of Environmental Information has started a cooperative industry-university project that involves 30 enterprises. This project is not only for technical research but is also researches business models with professor who has worked for bank. Fuel-cell vehicle race held in Akita 2003/05/09
A fuel-cell vehicle race, called thegWorld Eco-grand Prix,h was held in Ogatamura, Akita prefecture. This was the first race in which fuel cell vehicles competed against each other, and was organized as entertainment to demonstrate environmental problems and solutions. In all, 12 teams from 10 different prefectures took part, and participants were mainly high school students. The distance of the race was determined by how far a vehicle would travel in two hours of total driving time.

Yamato Transport has announced that they have completed their purchase plan for vehicles this year. Keio University Electric Vehicle Laboratory has started a project called eH carfin collaboration with Bridgestone Corporation, Nippon Light Metal, Meidensha Corporation, and 27 other companies. The H car project aims to expand the use of environmentally friendly electric vehicles (EV). In the first phase, a complete prototype will be designed, and in the second phase, safety and reliability tests will be carried out. The H car seats four to five passengers.

The Ministry of the Environment announced that they have completed this yearfs vehicle purchasing plan. Accordingly, they will acquire two natural-gas vehicles, eight hybrid vehicles, one fuel-cell vehicle (to be leased), and twelve vehicles that adhere to the Law Concerning the Rational Use of Energy. As a result, 81% of their official vehicles will be low-emission ones by the end of this fiscal year.

Fuel-Cell Bus Project Starts in China 2003/04/11
A model fuel-cell public bus project has started in Beijing. The Chinese governmentfs Science and Technology Division and Beijing are jointly carrying out this project. Odawara City will buy three electric vehicles in the 2003 fiscal year and lend them to private enterprises. From this lending project, the city is hoping to learn more effective ways to use electric vehicles. In addition, the Odawara city government believes that if its citizens see such vehicles around town, they might become interested in them and the popularity of electric vehicles will spread. The city is still deciding the details of which electric vehicles they will purchase and which private enterprises will be able to borrow them. The lending periods will be for three to four months.

Hadano City has announced that they will change ten of their diesel-fuel garbage trucks to natural gas burning vehicles. The city has a total of 21 garbage trucks; they will change 10 trucks in the 2003 fiscal year, and the other 11 trucks will be changed over the next 5 years. They took advantage of vehicle emission regulations to switch to natural gas vehicles. Hadano City also has five natural gas vehicles available for rental.

Used food oil as fuel for vehicles 2003/02/21
The Ministry of Economy, Trade, and Industry announced that it would devise a detailed plan for using ethanol as a fuel for vehicles. Ethanol is made from corn and sugarcane and can be manufactured from used food oil. Daihatsu has started tests of their mini-FCV on public roads in Osaka. They visited the Osaka government offices to present information and demonstrate their vehicle. The governor of Osaka signaled his intention to support widespread use of FCVs.

According to the low emission vehicle adoption plan issued by the government, 70% of official vehicles will be LEVs (low emission vehicles) in fiscal year 2003 and all official vehicles will be LEVs in fiscal year 2004. Mini-sized HEVs enter the market 2003/01/24
Suzuki has launched their mini-sized hybrid electric vehicle (HEV) called the eTwinf on the market. The Twin is the first commercialized hybrid vehicle that is very small; it has a 660cc displacement and can hold 2 passengers. Hybrid vehicles have very good fuel economy because they use fuel cells and an electric motor in tandem.

Fuel cell electric vehicle buses to be used on routes this summer 2003/01/24
Toyota and Hino have announced that their FCEV buses will be used on routes in Tokyo starting this summer, which will be a first for this kind of bus. The city of Tokyo requested manufacturers to lend their FCEV buses free of charge, and Toyota and Hino applied jointly to do so. FCEV bus services have in planning for a year, and now there is a hydrogen supply station in the area of the route.

Joint development of FCEV key technology 2003/01/17
Major auto manufacturers such as Toyota, Nissan, Daimler-Chrysler, and Ford, and about 20 parts suppliers will jointly develop the key technology for FCEVs. The goal of this collaboration is to develop the technology to achieve mileage of up to 500km, like normal gasoline engine vehicles. To increase mileage, FCEVs need a tank that can store larger amounts of hydrogen, and at much higher pressures. The participants in this project are joining together to share the development costs, and hope see FCEVs used widely in the future.

Mini-FCEV begins public road testing  2003/01/17
Daihatsu Motor has received approval from the Ministry of Land, Infrastructure and Transport to begin testing their mini fuel cell electric vehicle (FCEV) on public roads this month. This is the first time a mini-FCEV will undergo such tests. This very small FCEV is based on their mini-vehicle called the Move. Daihatsu has been developing FCEVs with Toyota, and used Toyotafs system for the base. Daihatsu devised how to position a fuel cell (FC) in the restricted space of a very small vehicle. Daihatsu does not plan to sell this mini-FCEV.

Single-passenger EV and electric bicycle 2003/01/17
ChoroQ Motors intends to start selling a one-passenger EV (electric vehicle) called the gUh in May, and an electric bicycle called the gtuh in April. The one-passenger EV is the second in a series of one-passenger sports-type EVs that made their debut last autumn. The gUh will be customized to four types. Prices will start from \1,090,000. The gtuh is a motor scooter (maximum speed 25km/h) with bicycle functions. If the gtuh is driven as a motor scooter, a driverfs license is necessary and a helmet must be worn. The gtuh can go for 30km on a four-hour charge. The price will be around \190,000.

High school students build an EV 2003/01/10
Noshiro Technical High School students in Noshiro City in Akita have built their own electric vehicle (EV). This EV has passed an official car inspection, which is a first for a student-manufactured EV, and the school has decided to use this car for the schoolfs official business. Under the supervision of instructors, five senior mechanical studies students began building the vehicle last August, working in their weekly class and after school. The vehicle body was salvaged from a 1000-cc displacement Japanese vehicle. The rated power is 16.3km and the maximum speed is 80 km/h. This vehicle can run about 50km on a 10-hour charge.

GM to launch twelve kinds of HEV on the market by 2007 2003/01/10
GM announced at the North American International Auto Show that they will have twelve kinds of hybrid vehicles (HEVs), totaling 1,000,000 units, on the market by 2007. Varieties will include mid-sized sedans, pickup trucks, and buses. HEV pickup trucks will make their debut by the end of this year. GM designed three types of hybrid engines to suit various vehicle sizes. GM has also announced that they are considering OEM hybrid engines.

Fuel cell vehicles from around the world 2002/12/20
For the first time in Japan fuel cell vehicles from five manufacturers of Japan, the United States, and Europe were exhibited to the public in Tokyo. The exhibition was a part of the gJEVA forum.h The exhibited vehicles were Toyotafs eFCHVf, Hondafs eFCXf, Nissan's fX-TRAILf, DaimlerChryslerfs gFC sprinter,h and GMfs gHydrogen 3.h All of these fuel cell vehicles will participate the gHydrogen and fuel projecth(JFHC) from next March.

Fuel cell vehicle for commercial use 2002/12/20
FEDEX and GM will begin commercial testing of a fuel cell vehicle from next June for one year. FEDEX will use the vehicle on weekdays to picking up and deliver packages around the Daiba and Marunouchi areas. This will be the first time for a fuel cell vehicle to be used commercially. GM will collect and analyze the data.

The Ministry of Land, Infrastructure, and Transport have test driven a fuel-cell bus (FCHV-BUS 1), which is still underdevelopment by Toyota. The Ministry of Land, Infrastructure, and Transport and the city of Tokyo will begin testing it on public roads from fiscal 2003.

X-TRAIL FCV to be test driven on public highways 2002/12/13
Nissan has received approval from the Ministry of Land, Infrastructure, and Transport to test drive its X-TRAIL FCV (fuel cell vehicle) on public highways. The high-performance, hybrid-type X-TRAIL FCV seats five people and has a maximum speed of 125 km/h. The X-TRAIL FCV can run 200 km on one full charge. Nissan hopes to improve on this and will begin marketing it in 2003.

More Natural Gas Vehicles on the Streets  2002/12/06
The g2002 Natural Gas Vehicle Exhibitionh was held between November 13 and 15 at Shinjuku-ku Park Tower in Shinjuku, Tokyo. Twenty-seven varieties of natural gas-powered vehicles were exhibited, such as passenger cars, buses, trucks and forklifts. Natural gas emits about twenty percent less carbon dioxide than gasoline or lightoil.According to the Japan Gas Association, the number of natural gas-powered vehicles on the road was about 13,800 units at the end of September. Around 1,800 units were sold in the last six months.

Toyotafs FCEV (fuel cell electric vehicle), called FCEV, and Hondafs FCEV, called FCV, are now available on lease. The performance of both these FCEVs is close to that of gasoline-powered vehicles. Both models are fuelled by high-pressure hydrogen.

Fuel Cell Energy Kits Distributed to Junior High Schools 2002/11/29
The Department of Energy announced that it is making and distributing fuel cell kits to junior high schools. With these kits students make fuel-cell vehicles 20cm in length and in the process learn how hydrogen energy is used. The kit includes a small fuel cell made of Datong metal and hydrogen gas in a can to power the vehicle. The kit also contains a photosynthesized type solar cell kit for making hydrogen gas.

Four Main Truck Makers Increase Production of Compressed-natural-gas Vehicles 2002/11/29
Isuzu, Nissan Diesel Motor, and two other truck makers have increased production of compressed-natural-gas vehicles (CNGV) by 50 percent. Because of the tightening of diesel emission control regulations, demand for CNGVs, which generate less air pollution than diesel-powered vehicles, is expected to grow. Production volume of the four companies in fiscal 2002 is expected to reach 3,100 vehicles, which is a 50% increase over the last fiscal year

Eco-friendly vehicles exceeded half of all sales 2002/11/22
An investigation by the Ministry of Land, Infrastructure and Transport reports that sales of eco-friendly vehicles reached 1,070,000 for the period from April to September, and contributed to 57% of all sales. This mid-year figure is the highest yet for these vehicles.

The municipalities of Tokyo, Toyota, and Hino announced that fuel-cell-powered electric vehicles (FCEV) buses will begin being tested on public roads in 2003 in metropolitan areas. This will be the first time that such buses will be tested on public roads. The tests will be in metropolitan areas, where air pollution is very serious, to acquire data for future feasibility studies.

Interest in purchasing eco-friendly vehicles rises 8% 2002/11/15
Interest in eco-friendly vehicles is increasing, according to the results of a survey by the Ministry of the Environment done this February. The survey was carried out on a random sample of 3000 people. They were each asked gWould you consider purchasing an eco-friendly vehicle?h Thirty-nine percent of respondents answered positively, representing an increase of 8% since the last investigation.

Wooden HEV runs 47 km through mountain paths 2002/11/15
High school students in Izumisano-city, Osaka, have manufactured an HEV (hybrid electric vehicle) powered by biomass energy from wood and solar power. This HEV has completed the vehicle registration process. It has a charcoal gas power generation system and a solar cell power generation system. The motor is turned by accumulating electricity through those two generation systems. To preserve the environment, this HEV is made of wood (the body) and scrap materials (for the engine, mirrors, indicators etc). Its manufacturing cost was \600.000- and it was produced over a period of 6 months.

On December 2 the government will hold a ceremony to announce the start of delivery of FCEVs(Fuel cell electric vehicles). The government will lease FCEVs, and the Ministry of Economy, Trade and Industry plans to lease FCEVs of which ten will be used in the Tokyo metropolitan area.

The general director of the Department of Energy has announced that an international conference on environmentally friendly vehicle development will be held in Michigan in November. Honda has shown its prototype FCX to the public. The FCX is Hondafs FCEV, rental sales of which will begin this year. The prototype FCXfs cruising range has been extended and the maximum speed is higher than the conventional experimental FCX-4 vehicle.

PSA to enter the HEV market 2002/10/18
PSA will enter the HEV market in 2003 with its own HEV it has developed. While an on-board computer in Toyotafs HEV automatically switches between the motor and engine, PSAfs HEV allows the driver to do this. PSA has already sold 10.000 EVs in Europe.

Hydrogen stations may be annexed to gas stations 2002/10/11
The Ministry of Public Management, Home Affairs, Posts and Telecommunications has given permissions for hydrogen stations to be annexed to gas stations. Examination and verification of gas stations will carried out in 2003. This is expected to increase the use of FCEVs.

Use of Mini-HEV monitored 2002/10/11
Daihatsu has developed a mini-HEV whose use at local self-governing bodies will be monitored from this November. This is the first time that the practical use of mini-vehicles will be monitored. Daihatsu intends to further mini-HEV development using data from the monitoring.

30 km on a two-and-a-half hour charge: Electric Scooter 2002/10/11
Yamaha has developed an electric Scooter it calls the PASSOL. The PASSOL can travel for 30km on a two-and-a-half hour charge. The scooterfs maximum speed is 40 km/h. PASSOL uses a Li-ion battery that can be charged by the normal power supply available at homes nationwide. PASSOL will be available in Tokyo, Kanagawa, Chiba and Saitama from November, 2002.

First FCEV in Los Angeles 2002/10/11
Honda has announced the sale of FCEVs to Los Angeles city government. The first FCEVs will be supplied within the year. Five units will be sold to Los Angeles city government. The Los Angeles city government plans to use the FCEVs in normal daily work.

Car sharing project starts in Fukuoka 2002/10/04
An EV car sharing project has stared in Fukuoka city. This project is managed by the eCar Sharing Networkf. This network was established by an environmental NGO called the Western Japan Recycle Campaign Citizens Group this May. The monthly membership fee is \1000. One corporation and 24 individuals are participating in this project. Kyushu Electric Power Co., Inc. (KEPCO) and the Fukuoka city government are cooperating in this project by making available EVs.

FCEV-BUS begins public road testing 2002/10/04
Toyota and Hino have received Ministry of Land, Infrastructure and Transport approval for their FCEV-BUS2 to start public road testing. The FCEV-BUS2 is a large bus designed for regular bus routes. Toyota and Hino will start public road testing next month. This is the first time an FCEV-BUS will undergo public road testing. The tests will take place in metropolitan areas over the next 3 years.

Safety of FCEVs in collisions 2002/10/04
Honda has announced that the design of its FCEV vehicles has reached the same level of safety in collisions as its gasoline vehicles. FCEVs carry hydrogen tanks, which have often been claimed to be dangerous. But Honda has devised a method of absorbing any impact on the hydrogen tank. Its FCEVs have thus achieved current vehicle safety standards.

JEVA holds environmental study classes for schoolchildren 2002/09/27
JEVA (Japan Electric Vehicle Association) is holding environmental study classes in elementary schools in Tokyo. Forty-five students between grades 4 to 6 participated. Several experiments were conducted in class and the children made an FCEV model they could move about the classroom. They also had a chance to ride an FCEV in groups of 3 at a time. This was the first time that children in Japan had trial rides in an FCEV.

EVs to be rented out to companies – Kyoto Public Car Systems — 2002/09/27
Kyoto Public Car Systems has been running trials of a small EV sharing project in Kyoto city. The trials will end this fiscal year. However, Kyoto Public Car Systems wants to continue the sharing project and is now looking for companies that want to join in a car sharing project. Kyoto Public Car Systems is now collecting data on car sharing management in order to increase its understanding of the needs of those who want EVs. When it has this data, it will begin renting out EVs.

Chubu Economy and Industry Office inaugurates CEV promotion meeting 2002/09/27
The Chubu Economy and Industry Office has inaugurated its Tokai CEV promotion meeting. The meetings are intended to popularize CEVs such as EVs and CNGVs in central areas. Those participating in the meeting were from the Chubu Economy and Industry Office, Aichi-prefecture, Nagoya-city, the Truck Association and gas companies. Regular meetings will be held and methods of promoting the popularization of CEVs examined. A concrete plan will developed by March, 2003.

Toho Gas to set up a hydrogen station for FCEVs 2002/09/24
Toho Gas (in the city of Nagoya, Aichi prefecture) will begin building a hydrogen station at the beginning of next month. This station is needed because FCEV sales will start at the end of this year, and Aichi prefecture has decided to use FCEVs as public vehicles. The hydrogen station will be in the Toho Gas R&D area.

TOYOTA and NISSAN cooperation in hybrid systems 2002/09/13
TOYOTA and NISSAN have concluded a basic agreement on the long-term, continuous transaction of hybrid systems including technical cooperation. This agreement was made possible by both companies having found common ground in terms of philosophy and outlook in their discussion on the future popularization of hybrid vehicles. This agreement, aiming for a long-term business relationship of 10 years or longer, calls for Toyota to supply state-of-the-art hybrid system components to Nissan. In addition, aiming for long-term technological cooperation, both companies have also agreed to start exchanging information and discussing joint development of components related to hybrid systems that both Toyota and Nissan are currently developing independently. As an initial project, Nissan will be installing a hybrid system currently under development by Toyota in Nissanfs vehicles to be sold in the United States in 2006.

To maximize the cabin space of compact vehicles, Nissan has developed a low emission 4WD system called "E-4WDh. E-4WD system shifts the vehicle from 2WD to 4WD when the need arises. Aichi Prefecture sets Eco-Car target for 2010 fiscal year 2002/09/11
Aichi Prefecture has announced a new environmental plan of having three million eco-cars on the road by the 2010 fiscal year. Vehicle ownership in Aichi is the highest in Japan -- 73% of eligible drivers have cars -- which is much higher than Tokyofs 20% and Osakafs 36%. To popularize eco-cars, Aichi is going to begin using them for public vehicles.

A Clean Energy Festival was held on August 24 and 25 in Koriyama, Japan. Almost 7,700 people visited during the 2-day event. In addition to the main events of vehicle exhibition and test-driving, a number of other events promoting clean energy were held.

FCEV taxes to be waived for 2 years  2002/08/30
Starting in 2003, The Ministry of Land, Infrastructure and Transport will waive two years of taxes for FCEVs that are put on the market by domestic automotive companies in 2002. The Ministry has also decided to extend the present tax breaks for disposing LEVs for another two years. By 2010, the Ministry intends to see 50,000 FCEVs on the road.

Fuel cell systems for vehicles to be prevalent by 2010  2002/08/30
Fuji-keizai Co. Ltd. has surveyed the domestic FC (fuel cell) market and produced a study titled eFuel cell technology and total survey of actual market condition 2002f. The survey covered companies and industries developing FCs. From this survey, Fuji-keizai has concluded that FC systems for vehicles will be in widespread use by around 2010.

CEV Exhibition Hall in CEV Park Kansai 2002/08/26
The CEV Park Kansaifs CEV Exhibition Hall opened in the ATC Building Nankou, in Osaka in June of 2000. This exhibition hall is meant to present a more intimate view of CEVs, and to encourage their use by letting the public see, touch, and ride in an actual CEV. The hall is divided into 6 areas: the eEV areaf, the eEco station areaf, the eNG areaf, the eData base areaf, the eVisual Areaf and the eQuestion areaf. Admission is free. The exhibition is open from 10:30 am to 5:30 pm, every day except Wednesday.

Ministry of Land, Infrastructure and Transport to hold FEV conference in January 2003 2002/08/26
The Ministry of Land, Infrastructure and Transport announced it will have a conference in January 2003 to study global warming and the world-wide air pollution caused by vehicles. The Ministry has asked 20 countries to participate in this conference. To accelerate development and use of LEVs, the Ministry will explore the possibility of intensive support by each countryfs government and hopes to facilitate joint research and development projects by setting up common targets among participating nations. The Ministry would like LEVs to be widely used around the world within the next 20 years.

LEVs increasing in Hokkaido 2002/08/26
The Hokkaido Transport Bureau has counted the number of LEVs in Hokkaido. There are now 3,340 hybrid vehicles and natural gas vehicles, which is 1.5 times more than the same month of the previous year. LEVs include hybrid vehicles, natural gas vehicles, electric vehicles, and methanol vehicles.

Nissan to begin commercial FCEV sales in the 2003 fiscal year 2002/08/05
Nissan has announced that it will begin sales of its FCEVs in the 2003 fiscal year. This is 2 years earlier than originally stated in its FCEV commercial plan. About 20 FCEV sales will be made by lease in Japan. Nissan has been running FCEV driving tests in California, but it will also join the FCEV road-driving test from the beginning of next year.

Car-sharing project in Atsugi-city 2002/08/05
The gECO park and rideh project began in Atsugi-city this month. Kanagawa prefecture is trying this car-sharing project with Atsugi-city council and the Ministry of Land, Infrastructure and Transport. This project is a starting point for addressing environmental problems, the lack of parking areas and traffic congestion. Commuters drive in an EV to the parking area near the station in the morning, and many companies and the City office use EVs in the daytime. The Ministry of Land, Infrastructure and Transport and Kanagawa prefecture have been testing this gECO park and rideh project since 1999 in Fujisawa-city and Ebina-city. The project uses 15 EVs.

Clean Energy Festival in Kyoto 2002/08/05
The Clean Energy Festival was held on July 20 and 21 in Kyoto, Japan. Almost 7,000 people visited over the 2-day event. A number of other events were held besides the main vehicle exhibition, but the most popular one was the test-driving.
More than 100 groups a day participated in the test-driving.

Bill enacted on CO2 emissions in California 2002/07/26
A bill on CO2 emission regulations (effected 2009) has been signed by the state governor of California. This bill has been approved in the Lower House and Upper House in California. As a result, the regulations will apply to models produced from 2009. The states of New York, Colorado and Massachusetts are also considering introducing this bill.

Honda gets certification to introduce FCEVs in California 2002/07/26
Honda has said it is the first car maker to receive certification to market a fuel-cell vehicle in the U.S. from the California environmental regulators. Honda said it will begin leasing its fuel-cell powered FCX to selected customers beginning later this year. Fuel-cells combine hydrogen and oxygen to generate electricity and power the drive train of the vehicle. Honda said it expects to lease about 30 FCXfs to fleet customers in California and in the Kanto area of Japan during the next two to three years.

Nissan and GM to begin testing FCEVs on public roads in Japan 2002/07/22
The Ministry of the Economy, Trade and Industry has announced a plan for FCEV tests over the next 3 years to hasten their practical use. Five companies are to participate in the road tests: Toyota, Honda, Nissan, Daimler Chrysler, and General Motors. Public road testing begins this year in the Yokohama area where data for making safety criteria and measuring energy efficiency will be obtained.

Mitsubishi to begin small HEV truck sales in 2004 2002/07/22
Mitsubishi will start sales of small HEV trucks in 2004. The fuel economy of these HEV trucks will be twice as good as that of current models. They will also have the added benefit of reduced harmful emissions in the exhaust gas. These new trucks will be based on the CANTER, Mitsubishifs small 2-ton truck.

Hitachi investigates lithium batteries for vehicle use 2002/07/16
Hitachi is researching lithium batteries for use in vehicles such as hybrid vehicles, electric vehicles and fuel cell electric vehicles. Compared to lead batteries and nickel hydrogen batteries, lithium batteries are small but have a high output. However, the life span of lithium batteries is shorter. Hitachi is trying to develop a long-life lithium battery that can be used for more than 10 years that it plans to market to automobile makers.

Honda to begin commercial FCEV sales 2002/07/16
Honda has announced that it too will begin sales of its FCEVs by the end of this year. FCEVs are fast-becoming recognized as the most effective vehicle for the next generation of mass-produced vehicles because they do not discharge any pollution or fuel emissions. Toyota announced last week its intention to begin sales of its FCEVs at the end of this year. Hondafs FCEVs will be available by lease only to government- and energy-related agencies. Honda has completed road tests of its eFCX-V4f prototype FCEV.

Takarafs first EV 2002/07/16
Takara (a well-known toy company) has finished development of the first EV of its eQ-CARf series. Sales of the eQif will start this November. The overall length of this open-car-type 1-passenger electric vehicle is 2.2 m. It will have a price tag of around \1.000.000-. Sales of other vehicles of the Q-CAR series will start this December and next February.

Bill passed on CO2 emissions in California 2002/07/05
A bill on CO2 emissions regulations (effective 2009) has been approved in the Lower House in California. It has already been approved in the Upper House. When the state governor signs the bill, it will be the first CO2 emissions regulation passed into law in the U.S. that is designed to prevent global warming. The California Air Resources Board (CARB) is expected to have the complete CO2 emissions regulations in place by 2005. To give automobile manufacturers time to adjust, the regulations will apply to models produced from 2009.

Daihatsu to begin testing of mini-HEVs on public roads this year 2002/07/05
Daihatsu is planning to begin public road tests of its new mini-HEVs later this year. It claims that these mini-HEVs can travel for more than 40 km on one liter of gasoline. The company is calling for monitors (such as electric companies) to test-run 20 to 30 mini-HEVs for work use. The mini-HEVs will go on the market next year if costs can be further reduced and mass production is possible. One mini-HEV currently sports a \2.000.000- price tag.

Toyota to begin commercial FCEV sales 2002/07/05
Toyota has announced that it will begin sales of its FCEVs at the end of this year. It completed road tests of its prototype gFCHV-4h vehicle last June and based on the results decided to begin FCEV sales this year. It will be the first automaker in the world to start commercial sales of FCEVs. Sales will be made by lease only to government-related agencies and research facilities. Sales will be made in Tokyo and Yokohama in Japan and in California in the U.S.

Nissan Diesel retailing hybrid truck 2002/06/28
Nissan Diesel is now selling their hybrid truck, which puts a gcapacitorh (a large capacitor(condenser) that needs no changing for more than 10 years) into practical use for vehicles for the first time. Although this truck costs 2.5 times more than ordinary diesel vehicles, it is eligible for a \5,300,000 deduction as an eco-friendly vehicle. Surprisingly, the battery deteriorates more quickly than the capacitor. The capacitor power was formerly a weak point and was subject to shortages, but new materials and structure have overcome this problem. The Ministry of Land, Infrastructure and Transport expects more stress to be put on environmental measures, such as the development of low-emission vehicles, in fiscal 2003. The Fuji-Keizai think-tank has concluded its 2002 battery market survey. Research activities in FCEV development are now at their peak, but an FC infrastructure remains to be set up. Uptake of FCEVs among the general public will therefore require another few years. However, the survey forecast HEV sales in fiscal year 03 to be 32% over those in fiscal year 01.

Nisshinbo develops next-generation battery  2002/06/17
Nisshinbo has developed a next-generation battery for use as an HEV/EV power source. The new battery can be charged and discharged instantaneously with a large current. Nisshinbo uses its own special electrolyte. Fitted with this battery, HEVs can achieve better fuel economy and EVs have a shortened charging time. The battery performance remains stable in extremely cold or hot regions. Nisshinbo expects the price to be almost the same as conventional batteries. This next-generation battery will be available in 2003 for automotive companies and parts companies.

Suzuki exhibits 32-year-old EV 2002/06/17
Suzuki has renovated the first-ever EV it developed 32 years ago and exhibits it to the public. The restored EV was used at the Osaka EXPOf70. This EV was given to the Osaka EXPOf70 and used as a park patrol. Its maximum speed is 45km/h and it can travel 50 km on one battery charge.

Nissan to begin testing of FCEV on public roads in the U.S. 2002/06/07
Nissan has announced that it will begin road testing of its FCEV (C segment vehicle class) in the U.S. by the end of this year. The tests are part of an overall plan to put FCEVs into practical use in 2005. The target cruising range is 320 km with a small vehicle. Achieving this target will be a big step in putting FCEVs to practical use. Nissan will also take part in the forthcoming national validation tests this year.

ECO CAR WORLD 2002 in Yoyogi Park 2002/06/07
The ECO CAR WORLD 2002 exhibition was held on June 1 and 2 at Yoyogi park in Tokyo, Japan. This exhibition was held to popularize eco-friendly vehicles. Vehicle manufacturers, universities, and local self-governing bodies exhibited about 100 of these vehicles. Almost 38,000 people visited over the 2-day event. A number of other events were held besides the main vehicle exhibition, but the most popular one was the test driving. Those who took part thought that eco-cars were quiet and smooth to drive.

Use of low-emission vehicles spreading more rapidly than expected 2002/06/07
LEVs (low-emission vehicles) are coming into use more rapidly than had been expected. There are thought to be two major reasons for this. One is that the automobile manufacturers are developing LEVs faster than they had previously planned. The other is the effect of preferential tax treatment. The Ministry of Land, Infrastructure and Transport says that there are currently more than 20,000 LEVs on the road in Japan.

Mitsubishi Motors getting into HEV market 2002/05/31
Mitsubishi Motors has announced that they will work with an American partner to develop a hybrid electric vehicle (HEV) for sale in the U.S. market. They are doing so because the IRS will give tax breaks to people who buy an HEV by 2003. (The maximum amount will be 2000 dollars) The development initiative was taken by Mitsubishi Motors, but this will be the first case of Japanese and American companies jointly developing an HEV.

Hino Motors has announced that it has developed a highly efficient hybrid drive system for heavy-duty vehicles. Hino Motors developed its HIMR bus (series hybrid type) in 1991. However, they recognized that the fuel economy would be better if they had a parallel hybrid type drive power. The new hybrid drive system combines the advantages of the series hybrid type and the parallel hybrid type. The drive system will go on sale in late 2004.

Membership system for new car sharing project in Fukuoka 2002/05/24
This October, a new project to share use of electric vehicles will begin in Fukuoka. The project members are KEPCO (Kyushu Electric Power Company), Fukuoka city, and an environmental NGO called the eWestern Japan recycle campaign citizens groupf. They will establish an NPO (nonprofit organization) called the eCar Sharing Network (CSN)f on May 25. The main users or members of the network will be groups from apartments and companies in the locale. The membership fee will be \1000 a month.

The Ministry of the Economy, Trade and Industry is planning to hold an eco-friendly vehicles race. This race is designed to expand the use of FCEVs through motor sports. The ministry is cooperating with the automobile industry and local self-governing bodies in setting up this novel idea. The ministry is hoping to increase the proliferation of FCEVs from about 5 thousand units in 2010 to more than 5 million in 2020. To attain this target, the government needs to take immediate measures that will help auto makersf validation of FCEV tests. If these plans for a race come to fruition, it will be a very good way to promote the quality and performance of FCEVs built by the Japanese automotive industry. YAMATO Transport will introduce 2,588 FCEV delivery vans by the end of the 2002 fiscal year. Originally, YAMATO Transport was planning to introduce 2,400 FCEV delivery vans over 12 years (between 1998 and 2010). The introduction of these FCEV vans is seen as one of the YAMATO Transportfs measures for environmental preservation.

A new Eco station (for recharging EVs) has been built in Odaiba. The lack of places to recharge EVs might limit their widespread adoption. Therefore, placing an eco-station in Odaiba was meant to make it easier for these users. A Hypermini can go for 60 km on one charge, so more users can drive their vehicles around town, go sightseeing, take drives, etc.

Establishment of car-sharing support company 2002/04/26
ORIX, SUZUKI, NEC, Aioi Insurance, ORIX Rent-A-Car, Anshin dial, and NEC soft announced that they have established a car-sharing support company. This new company will be entrusted with the duties of providing vehicle control center work and lending/returning services to local governments. This is the first case of a car-sharing project agency in Japan.

A project called gZero-Emission Vehicle Network-Enabled Transportationh has been set up in California. SANYO Electric and Honda will jointly develop a battery for use in hybrid electric vehicles. SANYO Electric is in charge of producing the battery system that powers the electric motor, and this nickel hydrogen battery will be customized for each model to ensure optimal performance. SANYO Electricfs battery is small, has a long life span, and operates more reliably, even when the engine temperature is high.

More official vehicles to be LEVs 2002/04/19
According to the low emission vehicle adoption plan issued by the government, 7,021 LEVs will be in use in the 2004 fiscal year. The breakdown is 4,180 HEVs, 250 CNG vehicles, as well as others. The eBattery Charge Journey 2001f is about people who journeyed around Japan in an electric vehicle handcrafted by the Japan EV Club. During the trip, the battery was charged by gborrowingh power from the normal power supply at peoplefs homes (the travelers went from door to door to do this). They started last April and took about 6 months to go the entire distance of 12,279 km around Japan. During the gathering, they will show travel slides and posters and will deliver a travel lecture.

ARACOfs new four-wheeled vehicle. 2002/04/12
ARACO has announced that they have developed an electric four-wheeled vehicle called the eEveryday type4f. This four-wheeled vehicle is fitted with a global positioning service. The eEverydayf series is aimed at senior citizens. It gives the userfs family information on the userfs position, useful if an emergency arises. The vehicle is available on a pay-per-use service. The price of the base model is about \330,000.

Ford to begin FCV sales in 2004 2002/04/12
Ford has announced that it expects to begin sales of a new hybrid fuel-cell vehicle it calls the gFocus FCVh. Ford will make 5 test vehicles in a year . The main feature of the Focus FCV is the hybrid system, which consists of a new battery pack and brake system. The combined hybrid and fuel-cell system extends the mileage: the Focus FCV can go between 256 and 320 km without refueling.

A league of members of congress from the Liberal Democratic Party has been established to promote the use of low-emission vehicles. This league will examine how the government can support the commercial and individual uptake of low-emission vehicles and fuel-cell vehicles. The Japanese government is hoping to have 10 million of these vehicles on the road by 2010.

Hydrogen supply stations to be built in the Keihin area 2002/04/05
As many as 6 hydrogen supply stations will be built in the Keihin area in fiscal year 2002. These stations will be used to evaluate the durability of fuel-cell vehicles on public roads. Fuel-cell vehicles first went on public roads in California in 2000. However, this Keihin area project will be on a much larger scale and is intended to accelerate the uptake of fuel-cell vehicle usage. The Keihin area will be the first in the world to have a concentration of hydrogen supply stations in one area.

The fuel-cell project team (consisting of high-level officials from a number of ministries) has held its second meeting. Ford develops fuel cell hybrid electric vehicle 2002/03/29

This was announced at the New York Motor Show and will be on the market by 2004 on a small scale. This vehicle has better consumption than normal fuel cell vehicles and better fuel economy than any other vehicle of this type.

Mini EV for disabled users 2002/03/29
Hokuriku Electric Power Company and Takeoka Motor Company have developed a mini electric vehicle for disabled users. The vehicle is called gFriendly Ecoh and is based on a gasoline-powered vehicle called eFriendlyf. The Friendly Eco has a remote control function for opening and closing the doors for wheelchair users. The Friendly Eco can be charged with the normal power supply available at homes nationwide. The maximum speed of the vehicle is 55 km/h.

City of Hamamatsu acts on global warming  2002/03/22
The city of Hamamatsu is going to change 1/4 of their official vehicles to low-emission vehicles by the 2005. This is one of its actions to prevent global warming. The vehicles being introduced are 133 LEVs, 85 natural gas vehicles and 3 HEVs. It seems that many prefectures and cities will introduce LEVs for their official vehicles from next year.

The cabinet met at the Prime Ministerfs official residence to discuss ways to prevent global warming. New regulations designed to prevent global warming were discussed. Under the Kyoto protocol, Japan has to reduce greenhouse gases by this autumn. The new regulations look at ways in which the environment and economy can coexist.

The Japan EV Club (established to promote EVs) is holding an EV race on March 17th at Tsukuba circuit. Japan EV Club members will be racing their specially reconstructed DAIHATSU emidget IIf vehicles. Five more races are being planned for later this year to popularize EVs.

HONDA likely to begin FCV sales next year 2002/03/15
HONDA has announced that it expects to begin sales of FCVs next year in North America. Other automotive companies are estimating that they still need another 2 years before they will be ready to begin manufacturing of FCVs, so HONDA may very well be the first to the FCV market. Hondafs plans are first to sell FCVs to fleet users. Retail customers will have to wait a little longer. The delayed retail sales has been caused by the as yet incomplete hydrogen station network. HONDA is considering setting up a hydrogen station network at its dealer branches.

The Saga branch of Kyushu Electric Power Co., INC (KEPCO) is now using five small-sized EVs and two mini-sized EVs. The EVs will be used for employees who inspect and repair meters. KEPCO strives to make its company activities environmentally friendly, and it hopes that the use of these EVs will contribute to the reduction of CO2 emissions. KEPCO has placed a battery charger for each EV in the companyfs parking lot. The maximum speed of these vehicles is 125km/h and the cost of fuel is 1/3 that of gasoline vehicles. Users say that these EVs are silent and that they run smoothly.

Honda launches LEV sharing system in Singapore 2002/03/07
Honda has launched a new car-sharing system called eICVSf in Singapore. It is designed to ease traffic jams in the city and to address air-pollution problems. Under the ICVS system, three dedicated parking areas for 15 hybrid Civics have been established in the center of the city. Car-sharing members have access to information on vehicle rental fees and a reservation system. Fifty people have so far signed up, and they have each been issued with an IC card. Because Singapore is such a small country and customs restrictions on vehicle ownership are so strict, the government is promoting the introduction of schemes like ICVS.

Kobe has revised its vehicle pollution regulations. The new regulations now ask traders to use environmentally friendly vehicles when they come to the city hall and other city institutions. The city government thinks that encouraging the use of environmentally friendly vehicles is one of the cityfs obligations. Thus, it has revised the regulations and has asked traders to use environmentally friendly vehicles. As soon as the revisions are approved, the city will issue guidelines on the use of environmentally friendly vehicles.

Sagawa Express Co., Ltd. is increasing itfs use of natural gas vehicles and will set up its own CNG stand to supply fuel to cargo carriers in Osaka. Two of their branches located close to CNG stands will switch 74 vehicles over to natural gas by the end of March.

Hondafs new bicycle-sharing system 2002/02/22
Honda has started sales of a system for sharing electrically assisted bicycles. The system is called the eHonda Cycle Partnerf. To be able to use the system, bicycle chargers and a control system box have to be installed in the bicycle parking area of the userfs apartment. Residents who join the sharing system can use the bicycles. The system is completely computer-controlled.

California state is making a new exhaust control bill. The new bill will ensure that as much CO2 as possible is removed from exhaust emissions. CO2 is one of the main causes of global warming. This bill has been considered for more than a year. If it is passed, car manufacturers selling vehicles in California state will have to pass much tighter restrictions than those in place now.

KYUSHU ELECTRIC POWER CO., INC. (KEPCO) has announced its plans to launch a project to examine the sharing of EVs in Fukuoka city. If everything goes according to schedule, the project will go aheadthere this autumn. The plan involves KEPCO, Fukuoka city, and environmental NGO called eWestern Japan recycle campaign citizens groupf establishinga new NPO, and the NPO will then set up 10 parking lots where EVs can be recharged in Fukuoka city. KEPCO and Fukuoka city will purchase about 30 EVs and rent them to the NPO members. The final details of the plan will be fixed by the end of March.

Nissan to expand U-LEV production by 2005 2002/02/04
Nissan has announced an Environmental Action Plan that it plans to have fully implemented by 2005. The plan calls for achieving the 2010 gasoline-powered vehicle fuel economy target by 2005, 5 years earlier than originally planned.LEV sales will make up 80% of Nissan vehicle sales in the next year. This represents about 600,000 vehicles, which would have the same effect on air quality as 400,000 EVs. The fuel economy target is determined by the condition of each vehicle. But Nissan says that it will achieve the target in every vehicle category. Nissan is also nearing completion of its development of FCEV technology, which it has been developing with Renault.

TAKARA makes an EV 2002/01/25
TAKARA CO., LTD (a well-known toy company) has developed an electric vehicle called eQ-carf. TAKARA will establish a dealer in February and start selling the eQ-carf in September. The Q-car can be charged by the normal power supply available at homes nationwide. The maximum speed of the Q-car is 60 km/h. A full driverfs license is required to drive it. Two versions of the Q-car will be produced, and they will cost around \1,000,000-. Orders can be made through toy stores and dealers.

Results book on cutting greenhouse gases 2002/01/25
The Economic, Trade and Industry Ministry is going to set up a result book to record cuts in greenhouse gases achieved by companies. This is being done so that clear measurements can be made to assess progress under the Kyoto Protocol. The result book for countries and one on the domestic information system will be developed by the end of 2002. The format of the data will be discussed at the COP8 meeting in India this autumn.

SUZUKI have announced that they have developed a mini-sized hybrid vehicle and will start retail sales to customers. DAIHATSU is also developing one that will go on the market in 2003. SUZUKI and DAIHATSU are leaders in the mini-sized vehicle field, and they are beginning environmental and technical developments for the next-generation of mini-sized vehicles. SUZUKI has not stated when retail sales will begin, but they are continuing with tests on public roads. DAIHATSU is continuing development with TOYOTA and will start public testing this autumn

HONDA has announced its intention to expand assembly of its hybrid system vehicles. The plans are to assemble the system and install it after the platform has been manufactured. So HONDA is not going to develop a platform exclusively for hybrid system vehicles.

A meeting of transport ministers from around the world was recently held in Tokyo. Ministers from 20 countries and representatives form 2 international organizations attended. One of the main themes of the meeting was ePromoting environmentally friendly trafficf. Many views were aired and the setting up of an international study group was agreed. A joint statement was issued on the need to harmonize global standards for environmentally friendly vehicles and establish a new international conference to discuss these vehicles.

Zero Sports has developed a sports-type electric vehicle called the eZero EV exceed RSf. It was shown in Tokyo Auto Salon at Auto Asia 2002. Zero Sports has developed the eZero EV formula in 2000 and recorded the fastest speed yet for an EV of 276.6 km/h. This new sports-type EV is based on the Zero EV formula, and is designed as a single-seater. It is 2m long, 2m wide and 1.2m high. It can be charged by the usual 100v power supply available at homes nationwide. The maximum speed of the version going on sale this July will be 80km/h .

FUJI HEAVY INDUSTRIES strengthens HEV development 2002/01/18
FUJI HEAVY INDUSTRIES LTD. is going to invest about 250 billion yen in its automobile manufacturing section over the next 5 years. This investment is designed to strength their competitive power in their own HEV system, the horizontally opposed engine and frame. FUJI HEAVY INDUSTRIES has not made public their HEV system technology yet, but it will be different from Toyota and Hondafs HEV system technology. However, it will correspond to the fuel-cell battery technology that it is jointly developing with General Motors in the U.S..

Toshiba IFC (established by Toshiba and IFC) have announced a bold new strategy to lower the price of fuel cells. Toshiba IFC will open their patents to other companies under certain conditions. Toshiba IFC has about 550 fuel cell patents and all of these patents will now be shared. This strategy is being implemented early in 2002.

The government will hold an international meeting on low-emission vehicles this autumn. It will propose in the meeting of transport next week in Tokyo. General Motors Corp. shown publicly for the first time at the North American International Auto Show on Monday, Autonomy combines fuel cell propulsion with what's known as 'drive-by-wire' technology. The Autonomy is powered by a hydrogen-fueled fuel cell system. It powers four small motors, one mounted on each wheel, supplanting the traditional front- or rear-mounted engine and transmission.

Boeing Co. has announced that they will develop and test a small fuel cell airplane driven by an electric motor and propeller. A prototype airplane may fly in early 2004. The ultimate goal is to create an auxiliary power engine to generate and compress air, which might replace the current gas turbine engine. The advantage of such an engine is its greatly reduced exhaust gas and noise.

Automobile Industry Requests Tax System Revision 2001/11/22

ENAX has come out with a single-person small electric vehicle called the "S3," which is powerd by a large Li-ion battery. The S3 uses a special new large-size Li-ion battery. About 100 vehicles are aimed to sell in a year. ENAX will commercialize a two-person version in 2003. According to the Road Vehicles Act, the S3 can be licensed as a mini-sized car and can be driven on all public roads except highways. An S3 can travel about 150km on an 8-hour charge, and its maximum speed is 30km/h.
